Go to whatever contest you want to join, and read what it says on how to join. For preset contests, make a preset then upload it as .fhm
Or like the Member of the Season, that's mostly out of how many people like you because your very helpful.

How about using GIMP? (http://www.gimp.org/)
It's completely free, and is very similar to photoshop. ~ Creating a dA account is free also.

That's what I'm doing, too. Using GIMP and making a Deviantart account. They are both free. :3 Or maybe you can find some other image sharing website that follows the rules that are given. I don't know any though. Dx
