On the forum or in game?

For the forum you just need to click on their name to go to their profile, and there should be an option to "Add To Buddy List".

In game you need to either click on their character/name and click Add Friend, OR you open up your Friend List (press M?) and type in their username and click Add.

Ok, this is how to add friends. First, find the icon with two paws. Then, you will see this bar at the bottom that you can type. And last of all in the bar type the username of the person you want to add. They can accept your offer or decline.  :)
