Sounds like your friend should know that players have their own responsibility to read everything on the website pertaining to the game. If they click something they "shouldn't", it's their own fault. The information is there, it just has to be used.

Do you mean that ON the actual downloads page, there's text explaining the downloaded under the links. You would want these above the links instead just for the sake of users clicking randomly and not reading even though they are the ones wanting to download this?

I'm suspecting the user is saying just that, if not similar. The info on the downloads that are below the links, should be above the links so the clickhappy people actually read it instead of just clicking on it and not knowing what to do, making useless help threads when they fail to comprehend it. o v o

What difference will it make? the click happy people are going to be click happy either way, sitting above or below the links would make no difference, they are still going to click before they read...
