I have another problem with creating a new account. Since my friend wanted me to create an account for him, I had been coming back to the main Feral Heart page every hour or so to try and catch when the registry was open. It is open now, but each time I click it (while not being logged in) it takes me to a page that says "The requested URL /index.php/ was not found on this server. Apache/2.2.22 (Ubuntu) Server at www.feral-heart.com (http://www.feral-heart.com) Port 80" is anyone else experiencing this problem and is there a solution to it?

It is perhaps a result for waiting to long when registering your account. After a certain period of time the registration closes and when that happens any applications for registering before will not be functional.
I suggest you might want to contact a staff member to see what might be the problem with your registrar account. But chances are you might have to wait till the registration comes back on again.
