Title: Quick Question.

Sorry if this is the wrong place to asked but I was unsure about this and did not want to waste anyones time by posting this. I enjoy making guides for people and I was wondering if I can make a guide of my own in the Member Made Tutorials, even if someone else already covered a similar or the same topic, can I?

Yes.
There are multiple tutorials that provide information based on the same topic, and the most common member-made tutorials are in regards to the coding of presets, and more prominently the mane fix. You're able to make your own tutorial(s) as you please.
