Blocked IP/email.

Now I've been trying every time that there is a open registration to make a new account. I've had two accounts in the past 1 Permanent and 1 Backup. One had various problems on it so I decided to make a new backup account. Everytime I try to make one though it says Block Ip and email by BotScout. What does this mean? How can you help me?

There is a problem and I believe the staff is trying to fix it. But the bot thing keeps bots fromregistering an affount.

As Firewolf said, it's just a server problem. There are a few other topics about this. It will be fixed soon, hopefully.
