If the chat is limited and won't let you join the chat rooms, that means that the chat is full. Wait for a player or two to get off before going back into the chat.

To be honest i had logged in then opened another window and went here forgetting i was logged in in the other window. when i tried to log in again and go to chat it said something like time limit has expired. Make sure you arent already logged in somewhere.
