Title: Glowing Mark???

I wanted to try seeing if I could make one of my markings glow, because I thought it would be cool and I dont know how to do it so if someone could, could you please help me??~~

There is actually a forum on this website that explains all about it, since there is far too much to explain due to the coding and such.
