Mm. The most popular one is Proboards (http://www.proboards.com/).
You also have:
Webs (http://www.webs.com/)
Weebly (http://www.weebly.com/)
Forumotion (http://www.forumotion.com/)
Those are probably the most common and ones I would recommend if you're looking for zero to no coding, and all are free for the basic site.

Wetpaint.com is easiest for me... It always has been something simple for me to operate.

think it all depends on what kind of webpage you're wanting to make also
weebly and wetpaint are easiest for simple displays of things, information and the like
however as far as forums go, proboards has always been most favorite, though it requires much coding to be half as good as any other .

My favorite is Webs. It's great at displaying information and has forums.
After that, I also prefer Wetpaint. It's a lot like Webs in my opinion. It displays info well and I think it has forums.
Weebly is alright. Although I don't like that it doesn't have forums, but that's just my opinion. But it's good at displaying information, but doesn't have forums.
Personally, I don't like Proboards. It's kind of confusing to me.
And I've never heard of Forumotion. .3.
