Is it true that Kov wants to add a PvP feature? It's like, not awesome for some reasons. Pups can be dangerous like this.

I believe Kovu has stopped working on this game.

Adding onto Silver, I do not believe he has officially stopped working on the game, I'm not sure if anyone knows where he is.
Also, I think you might be getting mixed up with the Hunting, since /Ithink/ Kovu said he'd add that.

Yes there was a monthly news mentioning it. I think it is in the Sept 11.
