I don't know how to make presets and I want to start making them how do I HELP PLZ

Did you check out the link Ruby sent you? If it doesn't help, I can try and help you with a tutorial and such.

Okay, please don't double post. xD
You need GIMP (http://www.gimp.org/).
And then just follow that tutorial.
