Title: Online and Offline?

Ok, so I look near the Avatar, and then I see the Online and sometimes the little box is hillighted in green, and sometimes it isn't when they are Offline...but what does it mean? Does it mean they are Online on the Forums or in-game?

If it is green they are online in the forum
