Ok,

Could someone give me a link to a REALLY REALLY GOOD lineart program?  I want to make my own really cool linearts like Ringo used to do.  If anyone would, thanks SO much!

MS Paint is the last. But, I'm afraid its pixel art. Its free and should come with your computer, depending on your system.

And also, GIMP is free and Photoshop isn't. I would recommend GIMP because it's basically a free Photoshop but just a lower class in details. Photoshop I would recommend if you wanted to do heavy detailed pictures or really cool designs on certain pictures.

Paint tool sai does fantastic lines.
