oh gosh. I don't know much about presets but personally that doesn't look quite right (not that you should listen to me) but i would say change the png/jpg/ptg whatever it is and retry exporting.

UHHH I THINK THERE'S SOMETHING WRONG WITH IT
the code looks corrupted/encrypted. does this show up after you create the texture for your preset? if you open it, it should put it up in "windows photo viewer", not some gibberish like this. are you sure you are opening the texture files with "windows photo viewer"? it should be saved as a .png or .jpg/.jpeg file.
correct me if i'm understanding this wrong.

It isn't my preset, it is someone else's I am trying to insert into the game. It actually is a .jpg

It looks to me like an RAR file with all the jumbling code. I don't see why the material file would be fine and the rest not be. Do you have the correct plugins to open it if it is a RAR file? You'll need a special program to work with RARs.

I'm gonna take a gander here and say that something went awry with it.
If it is a RAR, as Enoki said, you'll need to extract it with WinRAR or something.
Geez.... If that's not the case I have no idea if anyone would have a solution for that mess.

Have you tried downloading another public preset yet? There's a slight possibility of something being glitched with the preset you are attempting to export currently. Also, I meant what file extension (e.g.: .png) did you open, not what program you used to open the file. My apologies for the confusion! Some files cannot be viewed through programs such as notepad, therefore when someone tries to open the file, it appears with a jumbled up mixture or letters, numbers, and symbols.
