How do you make links that link you back to the top of a page, or the middle, etc.?

You have to copy the link of the comment's title. In the case of the link I sent you, "Re: Random Info About You".

I would need proof that Echoz knows how to do something in order to lock it, or if Echoz confirms in this thread itself.
