Title: Locked Forum?

(Sorry for making another thread ... I was going to edit this into my previous thread but it was locked before I could do so.) I was going to make a FeralHeart radio station, but then I found out that new threads can't be made in the designated forum. I'm just wondering why this forum is not open to new threads?

The radio board is only for users that staff accept into this board. If you're interested in hosting a radio you're free to send me a PM over the forum and I will explain the details further there.
