He's just the most fabulous person / robot thingy you will ever come across. If you liked that you should see the video of a live person who dressed up as him dance and sing to Lady gaga's song

Mettaton is just cool.
And I think it's just a "smear" sprite for lipsync or for certain expression transitions.
