Title: An extremely simple request (for most...)

All I need is for the blue part of this texture (none of the white, my character needs her teeth) to be fully transparent. Like invisible. The character I'm using it for has only one eye. I can't afford any programs that will allow me myself to take care of this, but I assume this request to be rather easy.
