As of a few minutes ago my feral as completely glitched out fully. I have no idea what to do....I've restarted my laptop 3 times and still nothing...

Perhaps it would help us understand the issue if you explain how it is glitching out. c: Are you unable to connect to the game? Are you receiving an error message? Is the screen freezing up?

Is that an ENB mod? I'm thinking that's the issue.

I suggest using the normal Feral Heart. This indeed looks like FHD and if your computer is not fast and strong enough to run FHD the same look of the game that you have shown us here, is the result.
FHD looks like this on my computer when I'm running on high settings.
So I suggest using the regular Feral Heart.
