FH causes my whole PC to freeze in the middle of the loading screen. No other program is doing that.
Graphics card: AMD Radeon HD 7800 Series.
Processor: AMD FX(tm)-6300 Six-Core-Processor (6 CPUs), ~3.5GHz.
16 GB RAM.
My PC is from 2014.

What resolution are you running the game at? Does it happen to do this on both rendering subsystems or just your current one?

My Settings.cfg:
[Interface]
MouseSensitivity=0.999392
ChatFontSize=14
NameTagSize=12
NameTagShow=true
RelativeRunningMode=true
ArrivalChatNameType=2
LocalChatNameType=2
GeneralChatNameType=2
CaretOffset=0.000831528
[Video]
Shadows=false
ShadowDetail=0
WaterReflection=false
ViewDistance=0

Where is the resolution setting? It makes sense that my graphics card gets super confused if it's missing.
The first time my PC froze when opening FH, the entire monitor went black, couldn't see the taskbar, the second time it froze that black screen didn't happen. Like any freeze, I had to hard restart it(Hold the power button down until it turns off).
Only the second install of FH is doing this, the first starts up fine.
The Settings.cfg of the one that works fine:
[Interface]
MouseSensitivity=1
ChatFontSize=14
NameTagSize=14
NameTagShow=false
RelativeRunningMode=true
ArrivalChatNameType=2
LocalChatNameType=2
GeneralChatNameType=2
CaretOffset=-0.00130823
[Video]
Shadows=false
ShadowDetail=0
WaterReflection=false
ViewDistance=0.667
[Sound]
Effects=0
Music=0

I closed Chrome so that it wouldn't decide to get rid of the tabs I had open, then I switched it from Direct3D9 to OpenGL, and it got past the loading screens this time, but when I re-opened Chrome my PC froze while Chrome was loading and I lost my tabs anyway.
I only had 60+ tabs in Chrome the first two times my PC froze. The third and the most-recent fourth time, I only had around 10 tabs in Chrome.

Only the second install of FH is doing this, the first starts up fine.
Is the second installation of FH a clean one, or do you have mods on it?
Also, the Rendering Device, Render System, Screen Resolution and other such information is found in the "ogre.cfg" file, not the "settings.cfg" oddly enough. You can try comparing the ogre.cfg files from both your installations and see if there are any glaring issues.

There's a bunch of mods on the second install.
Chrome is now causing my PC to freeze when it's loading, and my PC refused to boot once this morning.
Ogre.cfg of the second installation:

Ogre.cfg of the first installation:

This can be locked, I've figured out it's my harddrive wearing out.
