Those are transparent with moving textures and not really glowing.
Probably the owener of that preset did make the code and texture to fit their personal character, therefore i doubt you will find them for download since the preset-owner probably wont share the materials with anyone.

Actually those are made by ErezDouglas. To see his channel just type it into Youtube, but he has blocked all but 3 videos and I don't know why. I only know cause I spent all day yesterday trying to find them cause I wanted them.
