Personally, I like to use FireAlpaca for drawing the lines on art and outlines etc then colour, edit and finist it off in Autodesk Sketchbook. I love firealpaca because of the smooth touch it gives (And it works GREAT with a tablet) and I adore Autodesk Sketchbook because it has so many tools, it's simple to use and gives a professional touch. :D
Firealpaca's free but unfortunately Autodesk sketchbook is not.

Though for presets I like to use GIMP or Autodesk Sketchbook. c8

I highly recommend using a tablet because it's SO much easier and generally makes the lines nice and smoother than what you can do with a mouse or touchpad.

In SAI you can do that. You can do a lot of things in SAI. I find gimp a bit sketchy at times and it kind of lags, and I don't enjoy the way most of the brushes still have the "Microsoft Paint" type of look to them. Myeh, just use whatever you're comfortable with, again.

I use an old version of Adobe Photoshop. I do believe it's a CS2 version. A computer repairman installed it onto my desktop for me for free a few years ago. I've been working with Adobe Photoshop since 2005. It's a really good handy tool to use when doing digital artwork. One of these days I ought to buy me a draw tablet.
When it comes to buying the software, it will cost you a pretty penny... especially if you buy some of the newer versions. What I mean by pretty penny is that the cost could be up to $600. Older versions can be around $200 to $300.

I use a tablet as well, so SAI and Photoshop art both come out very smoothly. If you don't use a tablet in SAI sometimes it can look rather choppy and not pretty to look at. I suggest if you don't have a tablet, use paint, gimp, or photoshop. Just not SAI. xD
