As explained above, The Floof-O-Meter is a feature used to show appreciation to another user, if you're (for example) impressed by someone's work, find them friendly, if their answer in a help threads is useful, etc. Nuzzles/Floofs do not affect anything in-game or on the forum. You must have at least 25 posts on the forum in order to nuzzle someone. You can do this by finding their mini-profile from a post they've made, and clicking "Nuzzle". You can't nuzzle yourself and you can only nuzzle the same user once within 24 hours. A while ago, the karma system allowed to either "nuzzle" or "bite" someone. Nuzzling added floofs and biting took floofs away. This feature was removed because people would use it just because they didn't like someone and also to promote positive behavior.
