How to make Glow in the Dark Markings on your Presets/Etc

Can you make the eyes glow?

sorry if this is troublesome but I can't seem to get the marking to appear in game, I've got no idea how to do this so, if it's some noobish problem, lemme know o.o

I changed all the 3's to 10's btw

THANK YOU! My fennec fox character has glowing blue scars and this is exactly way I needed to pull his look off!
(Now I just need to learn how to make a preset...)

I would love this tut if gimp's layer window/tab worked. I closed the *layer* tab on the latest gimp, then later on I opened gimp to find the *Layers* thing missing. Its now pretty impossible to do fur textures and anything to do with layers ;A;

I don't get it the first time, but I try a bunch of times, changing the codes over and over again. And now I get it! Now I understand how the material file works, enough to play around with it.
