Height maps with Paint?

I'm wondering if it's at all possible to use a Terrain mask pixeled in paint for your custom maps. My computer {Asus EEEpc} likely can't handle GIMP so I'd rather not download it, and paint can save in .png so I don't get why it wouldn't be able to be used.

Or if anyone has any suggestions of a smaller but similar program to gimp or photoshop, with whatever details it needs to be able to be used by FH, I'd be happy to take them as well.

Paint doesn't work, simply because you have to make the heightmap greyscale and flatten it. And you can only flatten it in a program which uses layers. I think I heard that you can create heightmaps with paint.net too, I think it is smaller than gimp since it has less plugin stuff.

Alright, now I understand. I didn't think it had to do with the layers part of the program. Thank you, I'll investigate paint.net
