Feral hearts won't start:d3dx9_42.dll is missing?

 Today I got a Christmas present early, and it happened to be a new laptop. So, I went to go download Feral hearts for some
reason wouldn't open. Also sometimes it would say ' The program can't start because d3dx9_42.dllis missing from your computer. Try reinstalling the program to fix this problem. Well I tried, and it keeps giving me the same thing. If anyone can help me with this problem I would be highly appreciative
