Unable to Register

My friend wants to join FH but every time he tries to register, it doesn't let him - instead a blank page comes up with "Could not open socket" on it. Nothing else.

He's tried registering on multiple different browsers and computers, and still no luck. Anybody got any ideas as to what's wrong and how to fix it?

I registered months ago, I've just been M.I.A due to exams. :c I would try registering him but we live together, so there isn't any real point. I've seen it myself, every time he tries it's the same thing.
