Tbh I'm unsure because the gif belongs to someone uncredited artist on tumblr.

However it is fairly easy to do, I'm not sure if you can do the same effect but you can animate it via photoshop, emboss it on one slide and get that glitch effect, I've done it with one of my screenshots.
