Odd that it won't load in safari... Hmm
Have you tried clearing out your cache in the settings recently? Try that and then see if LiveStream will load. Keep in mind that after you click a video in livestream it may a bit to load so wait a few seconds the most.
If that doesn't work do you have any other device? If not are you sure there isn't some data you're willing to part with on your phone?
I'm not sure what else to suggest.
