You need to port forward to be able to host your server, as long as you use your own internet router then it's free. I don't understand why your router would not let you host the server, it's possible you may have not port forwarded correctly?
This video tutorial explains how to port forward:

https://www.mediafire.com/view/?9xb7q2elcihcz9zIf you want to have your server running 24/7 though then you need to be able to keep your computer running. I assume you have the server folder? There's two files, gameserver and loginserver, as long as you keep them two files open the server will remain online. Close one of them and there will be connection problems.
I've never attempted to host a server just yet. I'm working on a little server of my own and hopefully
if I finish it I could try hosting it. If I am able to do that successfully then I could provide some help.
If you are still unable to host your server with your own router and you can't afford to pay someone else to host it, another thing I could suggest is maybe offering some help to another server, in return maybe they could host your server for you. I've come across a few administrators offering 24/7 server hosting in return for helping their own server in the past.
I wish you luck on your server
