Can Someone Make A Preset Out Of This Please?

Ok, so i want a preset, but......Im not so good at making presets lol, i dont have a steady hand or anything like that.So the preset is going to look like this:http://s1112.photobucket.com/albums/k493/RandomJellyBeanz5000/?action=view&current=Untitled2343454652435.png  <-----------I hope its not too complicated lol.I want this done for free.

You have the option to edit your post by the way, triple posting is considered spamming just to let you know. n.n
And good luck finding someone to make your preset. I would help, but I can only make presets by using images not a brush. (Doesn't have Photoshop)
