how do you make it downloadable so it is visible to everyone else that downloads it?, say in an rp for part of a plotline?
Send them the fhp file from the folder "presets"

thank you, and another stupid question, how do you set transparency for a skull? because im making somthing sort of like Alam from ginga densetsu weed manga.

Well theres a link here to making a transparent preset, it comes with a code.

All you need to do is erase bits you want transparent.

one question when you are finish coloring it do you have to use blur like you do when you are making a map?

You dont have to, but its good to blur parts of the preset sometimes just to make the colours blend together.

I'm a bit confused on this tutorial, but would using the chead, etc. UV maps work in a similar way (as far as file renaming, notepad) sorry if i'm confusing.

You upload the preset to a file-sharing site, like Mediafire and put the download up so that they get it.
