I don't believe so madam. Ye'll have to properly upload the preset to the preset sync in order for others to receive the file and have accessibility to seein' ye'. When ye' merely copy/paste the file to yer Public Presets (I presume that's what ye' meant but either way, the result will be the same) folder, yer only doin' that for yer computer software alone instead of yers and everyone else's. The only way for others to receive the file automatically and be able to see ye' is by uploadin' it to the sync, as I've stated before.
