Every city needs to be controlled; By someone or something. A group of determined and ruthless commanders. Whom to every cost will make sure that law and order remains followed, intact and respected. Commanders who deliver punishments ranging from fines to executions; Handing out each within the blink of an eye and no hesitation.

Rulers of a city doesn't have to be the person most oftenly displayed in the context of media, such as television and newspapers; Instead even the one hiding in the shadows can be in control. What matters is whom makes the final decision, who the commanders obey to and lastly the one whom can bring most fear into the villagers.
So, instead of looking at the person on the nearest television screen, turn your head towards the man in the shadows.

Valoria is like any other common city. standing in domination of its councils; Lenore and Jerick. They control the city outwardly seen, making the important decision and preventing the city from downfall. However, if I am to be entirely honest; The only thing the councils control of the city Valoria is the direction their hands should be waving when the cameras flash by to display them on several media channels.

The humans in the council have been compelled by The Harbingers. Who you ask?
The Harbingers are a group of the most merciless and powerful vampires lead by the mightiest hybrid along with one feared, sinful and vigorous vampire, siblings. They are the people in the shadows whom in secrecy controls the city. They have the humans in the councils compelled in order to carry out their commands and put their decisions into motion, but also to give the city a normal appearance for a spectator from the outside. This resulting in the population of humans' increasing explosively, seeing as the pleasant display captures their interest and need of moving into such a friendly community. However, another thing which increases along with the population is the vampires' food table. A win win, right?

The Harbingers aren't constantly acting through their puppets though. No, they enjoy delivering the punishments in person. How else would you manage to keep a bunch of powerhungry vampires in control?
They enter Valoria during night time to deliver penalties and dispense justice, no matter the outcome. The Harbingers doesn't hold back, instead they will embrace their species' nature to the fullest.

To humans they are a cute little myth which is an addition to grab tourists' interest, like the Loch Ness Monster. To the Supernatural they are all and truly real - their identities still unknown but if someone is wearing one of their masks during the night, its not someone playing a joke.

The Harbingers can also be found during daytime, sadly those able to recognize them are either dead or frightened to quietude.
