Backwards Mohawk or whatever you think will give it the ref's look. Noone if you don't want to.
Nothing glow-like, however it'd be cool if the tail and paws were blended with the black like in the ref.

YES. There will be glowing or so I'd like it to have glow. The mouth and eyes are preferably the best to glow. The markings can either glow or be colored so it looks like their glowing but not really. :3
