Well I have been wanting to make a preset for a long time but I don't have the money for Photoshop. Are there any other programs like Photoshop that are free and would allow me to edit presets on it? If this doesn't belong here, you could move it.

You could try out GIMP.. thats the only programm i can think of for the moment. GIMP is free.

Yes gimp is a free programe, I tried it myself but it just made me go ----> o.O

  i myself find Gimp easier than Photoshop. Gimp basically has all teh same features as Photoshop, they're just placed differently than Photoshop so it can confuse some people.
