Is Norton being rude or is the ENB files actually a virus

I cant get the ENB mod because my dumb little antivirus called Norton keeps removing it and ruins everything I need the ENB mod because it looks better Can I get this in a way without norton being a jerk and removing it?

What type of computer do you have?

If you open up Norton, you should be able to access some settings in which you can alter what Norton blocks/removes. Try finding the file you want to download into FeralHeart, and then see if you can remove it. I don't have Norton myself, so I'm only guessing here. ^_^

I suggest following what Shurtle mentioned, or you could try and download the files from another source such as a private file exchange with someone who downloaded ENB without issues.
