Unfortunately, Map creations (and all other additions to the game such as presets, objects, items, textures, etc) are all stored within the FH folder. If you deleted your folder when uninstalling the game without creating a backup there is no way to get those files back. The same can happen if you're reinstalling the game with a fresh folder, the only thing that comes with the game is the default maps, items, objects, markings, etc.
Sorry to hear about those files! I tend to upload all my creations to dropbox or google drive just in case (if I were to leave or need to reinstall).

I'm not sure this will help, but I've seen it been offered to players before in other cases, but have you tried running FH as an administrator?

Pretty good! I tend to spend most of my time stalking the forums and vibing online, but it's a wonderful community to be part of anyways!
A lot of people I grew up with in this community have long since moved on, but I've made quite a few new friends here and I'm happy to have met them! Hope to catch you around some time as well, it'll be nice to have more faces on the forums and in-game~

Could you provide a screenshot of exactly what you are seeing? When the game got updated in 2016 the character select map was not replaced and it is a simple white screen. However, if you can't see the text maybe this is a different problem?
