Greetings, me and my friend stumbled upon your issue with this. If you are using GIMP 2.8 version, you cannot save the terrain as a png file. You have to click export then click more options (I think that's what it's called) scroll down and look for .png click that export and then export again.
Then, once you make sure it's by the name whatever you wish and then Terrain.png. If that still fails make sure it is greyscale, 513x513 hope this helps. I'll be by your side trying to help. xD I know how you feel, the same thing happened to me
