Site/Forum Help / Can't Confirm Account

So my friend made an account and he went to verify his account but it sent him to a screen saying,
"You may not be able to visit this page because of:
an out-of-date bookmark/favourite
a search engine that has an out-of-date listing for this site
a mistyped address
you have no access to this page
The requested resource was not found.
An error has occurred while processing your request."
We tried everything to get it to verify and it wouldn't. We tried going into the account and changing the email but it won't let us in to do that either. Should we contact an administrator and ask for another verification email or does he have to make a whole new account?
