Game Help / Preset and Downloading Item Packs- Need Help Please ;-;

I've been trying to find tutorials on how to download item packs... Apparently on YouTube, people use Microsoft 8 or something other than what I use, any simple steps I can follow to get items? I already downloaded the Dingo and Delays pack, and also a few others. I just don't know what files to place them in and I think I have to re-install since I messed up a few times
