I see what you mean, but with a change like that it would change quite a few things.
One thing to start of with is that general chat wouldn't exist anymore, it would be called advertising, and strict rules would apply there for advertising only since it would be a chat for random talk. But maybe you saw that xD
Trust me, if users inside the game troll that open and smacktalks with a mod, they know what's coming for them.
Making a troll chat would defiantly not help in any way though, since users would think it's ok to act like a complete a**, which some probably do anyway since many users fail to even read the community rules lolz.
