where do i post if i want to report someone?

I have screenshot proof of someone cussing, and since i know the in-game report button doesn't work i want to know if there is somewhere of the forums where i can report it.

You PM by either clicking the persons name, and going down to the send PM link, or clicking the button that looks like a speech bubble on their post profile thingie.
