Hmm, did you download any extras? Like peoples meshes, presets, maps? If so delete them because that can cause the game to rash. It has happened to me before. All you have to do is uninstall then reinstall.

Where about in the game is it cashing? E.G the Log in Screen, or on a map?

It may be an internet connection problem. if you are using wifi then check your connection.

Check the game configuration, check how it's configured to connect to Internet, whether it's direct Internet connection or via proxy or other settings, check any wrong configuration.

The issues you are having can be caused by many issues so  I would first is to disable the firewall incase that was blocking it.

You can also do these following commands and after the 2nd one restart your computer and retry.

Select Start and goto Start Search
In the run box type "netsh int ip reset" without quotation marks and press enter
Next select Start and goto Start Search
In the run box type "netsh winsock reset" without quotation marks and press enter
    Now restart your computer

They will not do anything which will cause harm.

netsh int ip reset

This command will reset the internet protocol. (TCP/IP)

netsh winsock reset

This command will reset/repair your winsock entries.

(I tend to do this once a month, it makes everything run better)
