You have to create the weather cycle/sky first, in the Sky Maker in-game. Should have a save function for when you're done.

If your wanting to put a different sky in your map go to 'Sky Maker' and make how you want your sky and weather to be. After that name your sky, Weather and Cycle. e.g.

Sky: MapSky
Weather and cycle: MapWeather

Then save and export it. After you have done that go to 'Map Maker' and type in the name of your sky in the 'sky' section (MapSky), and type the file name of your Weather Cycle into 'Weather and Cycle' (MapWeather) then it should be loaded to your map.

I hope this helped you. :)
