Downloading Items.

I am trying to download something on this page:

And I downloaded the wingpack1 and click the read me.

It says this-

"Paste the following into your items.cfg, below any other codes you may have~!"

What's the items.cfg?


I downloaded the item pack of the old IT items and I had to drag stuff around. Now, I'm just confused :/
