Looking for Talented Preset Creator! Animated Preset Needed!

I love messing around with presets, don't get me wrong. but I need someone to do something for me.
Quick description of the job:
I need someone who is able to make animated presets. o3o Of course, it's not a whole body.
It's the eyes that need animating/some work.
Basically, I need someone to make me a preset, which of course was obvious. Seeing as I can't make one (darn it, coding!) and I can't do animated presets.
Picture:

I'll take care of the shackle (which may/may not be on there actually.) But for now, I need you to focus on the eyes. and tongue. I'd like a green tongue with a neon blue version of this: Just focus on the eyes. The tongue can be dark red.

For the body, it's as is. Back to the eyes. One eye blue, one eye green. If possible, I'd like for them to be contracted and then get wider.

And then...

Above should be slightly wider than that.
