Generally this is how things work in FeralHeart at the very least(I do not know what other people do on other games and Impressive Title Servers).
All markings and tools provided for the game is there to be used by the players to make their characters and play the game. Not a single person in the game can own a certain color, a certain combination of markings or in general a certain "looks" of a character. From time to time we get reports with users demanding that we do something, but the truth is it all has been used with the game tools in character creation, and to make the situation even more stale is that sometimes the characters people claim as theirs are fairly common(Like a dark/black wolf with some white markings that has been done before). Which leads to majority of the situations get explained that we cannot really "warn" or "ban" someone for having a similar or even identical character.
But..
This doesn't mean all kinds of copying is instantly O.K. There's another rule that's been enforced once in a while which is impersonation of other users. This rule is not to be mixed up with what has been mentioned earlier, but sometimes if people try to be someone they're not one of the things they tend to do or even have to do is to copy a certain users character. Just because someone has a character looking like someone else doesn't mean they will fall in this category right away, but if you hang on for a bit I'll explain how it works since it's not always straight forward(Some text incoming).
We have a few different types of cases that can pop up, but things like users impersonating staff, users impersonating roleplay group leaders, users impersonating active modders and greatly active/helpful people in the community, even at times users impersonating popular youtubers. When users impersonate the things mentioned, they very often pretend like they're the user, like the work has been done by them or posses the same position within the game. The situation is not really only about a user having a similar looking character, but also them trying to appear as a certain member of this game/community and maybe even take credit for their work, that's where the whole matter of "Character copying" gives more weight since a certain character very often represent a certain user.
Let's say someone comes to us, they have a well known roleplay within the game, and there's a user that has made a copy of their group and made a fake copy of their King/Alpha or whatever, of course the whole "character copy" matter will be taken into account. If someone is sitting in a certain place of a map, with an identical character as a staff, saying they're staff or trying to make it seem that way, of course their character will be taken into account. Thankfully we do not have too many cases like this popping up, but if something is wrong with certain users characters along with how they portray them we might look into it and take action. If a user is found impersonating it's more than likely they'll get warned right away, and if they continue and ignore these warnings they'll more than likely have a time-out from the game for a while.
Also regarding the matter of presets, presets are usually certain users work that they own, they are in majority of the time made without any of the in-game markings or color pickers. If someone would plainly use someone elses preset without permission it would be a completely different matter since it would be stolen work, but claiming a certain design by mixing and matching in-game markings is not really a thing. The matter of this is more of a gray zone since it's a lot of a case to case situation.
Most if not all cases when it comes to impersonation has to be judged individually since there's many things that can weigh in why or "why not" a user should be looked over for what they're doing. I hope this explains it fairly well at least, and I'm sorry if I de-railed a bit. Just feel like this could be good for most to read.
