As stated on your thread about new main maps, the staff do not have the source code. Therefore, new species models cannot be created.

However, many users create fantastic species of their own, using the canine and feline models. -shameless pointing at Creatures of Yugure-

Sadly, we cannot add onto the game without the source code. We can edit the models already in the game, but only the people with these new modifications will see the change. So if ye download a mod that turns all wolf models into corgis, only ye and whoever else has the mod will see it.

They cannot change the game, but you can make something you could make out of a canine/feline character. For example, let's just say I made some random character. I'd make a group for that character and then ask people/friends to join. Or if I'm wrong, that's how I'd do it if I were trying to create species.
