There's no such thing to "pay" for shown preset at this moment, and it will most likely take some time before something like this would be possible.
There was some talk about this in a thread long ago, and as it seems a fair deal of the community didn't seem willing to pay for data to get sent around for their preset and pretty much, the thread just caused problems and there was no perfect way of dealing with how a pay for preset option would work out.
So pretty much you will not be able to get your preset visible for everyone no matter how much you'd want to at the current date.
